Wisconsin's original civil service law was enacted in 1905. To view the full text of the law, click on the link at the bottom of this page.
The law was sponsored by State Rep. Ernest N. Warner of Dane County. Click on the link below to see his photo and biography from the 1905 Wisconsin Blue Book. An interesting historical note: Rep. Warner is the grandfather of current State Senator Fred Risser, a veteran lawmaker who represents several thousand civil service employees in the Madison area. Another of the Senator's ancestors, his father Fred, was the chief sponsor of the 1939 law that allowed the state's personnel staff to offer services to local units of government.
